b. Communication from the Department of Finance, dated October 17, 2025, re: forwarding various financial statements of the City of Livonia for the month ending August 2025.


CONSENT AGENDA

1. REQUEST TO EXTEND WAIVER USE APPROVAL TO NEW OWNER: Wenli Parsons, re: to operate a massage establishment (Omorfia Esthetics) within the Burton Hollow Shopping Center located on the east side of Farmington Road between Six Mile Road and Curtis Avenue(17142 Farmington Road), Section 10. (CR 305-16) (Approving)

2. AWARD OF BID: Livonia Fire & Rescue, re: Station 3 apparatus bay floor repair and replacement, from budgeted funds. (Approving)

3. AWARD OF CONTRACT: Department of Economic Development, re: to provide technical assistance for Livonia Small Business Grantee award winners of the Livonia Small Business Assistance Grant Program, utilizing grant funds. (Approving)

4.AWARD OF BID: Department of Public Works re: for the purchase and installation of two (2)cement pads and two (2) prefabricated pole barns, from budgeted funds. (Approving)

5. AWARD OF BID: Department of Public Works, re: for the purchase and installation of two (2) rooftop HVAC units at the Fleet Maintenance Garage, from budgeted funds. (Approving)


UNFINISHED BUSINESS

6. WAIVER PETITION: Planning Commission, re: Petition 2025-07-02-15 submitted by Mannik &Smith Group, on behalf of Clean Express Car Wash, requesting waiver use approval to operate an Auto-Wash Establishment, at 38888 Six Mile Road, located at the N.E. corner of Fox Drive and Six Mile Road in the S.W. ¼ of Section 7.

7. WAIVER PETITION: Planning Commission, re: Petition 2025-08-02-16 submitted by May Breeze Spa, requesting waiver use approval to operate a massage establishment at 34722 Plymouth Road, located at the Northwest corner of Plymouth Road and Priscilla Lane, in the Southwest ¼ of Section 28.

8. REQUEST TO CONSIDER THE ADOPTION OF AN ORDINANCE: Plymouth Road Development Authority, re: to amend the district boundaries of the downtown district of the Plymouth Road Development Authority pursuant to Act 57 of the Public Acts of Michigan of 2018. Public Hearing held on September 29, 2025.

9. REQUEST TO CONSIDER THE ADOPTION OF AN ORDINANCE: Plymouth Road Development Authority, re: to amend the Development Plan and termination and adoption of a new Tax Increment Finance Plan pursuant to Act 57 of the Public Acts of Michigan of 2018. Public Hearing held on September 29, 2025.

10. REQUEST TO AUTHORIZE ADDITIONAL EXPENDITURE: Department of Civil Service, re: in an amount of $5,000 above the not-to-exceed amount of $30,000 to Empco to continue to provide Assessment Center services, for the fiscal year 2024-2025, from budgeted funds.

11. REQUEST TO AUTHORIZE ADDITIONAL EXPENDITURE: Department of Civil Service, re: in a not-to-exceed amount of $35,000 to Empco for the promotional testing of Police Lieutenant, Police Sergeant, Senior Fire Captain, and additional testing, for the fiscal year 2025-2026, from budgeted funds.


NEW BUSINESS

12. REQUEST TO AUTHORIZE ADDITIONAL EXPENDITURE: Engineering Division, re: in the amount of $25,000 to remove trip hazards for the 2025 Sidewalk Repair Program (Contract 25-G) to Precision Concrete Cutting, Inc., from budgeted funds. (CR 95-25)

13. ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured without monetary consideration from Livonia Builders G2, LLC, for a twenty-foot-wide sanitary sewer easement in connection with the sanitary sewer constructed on the parcel at 20650 Meadowview Lane, in the Northeast ¼ of Section 6. (Tax I.D. No. 46-021-99-0004-010).

14. ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured without monetary consideration from Livonia Builders G2, LLC, for a twenty-foot-wide sanitary sewer easement in connection with the sanitary sewer constructed on the parcel at 20630 Meadowview Lane, in the Northeast ¼ of Section 6. (Tax I.D. No. 46-021-99-0004-011).

15. ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured without monetary consideration from Livonia Builders G2, LLC, for a twenty-foot-wide sanitary sewer easement in connection with the sanitary sewer constructed on the parcel at 20610 Meadowview Lane, in the Northeast ¼ of Section 6. (Tax I.D. No. 46-021-99-0004-012).
