REQUEST TO APPROVE A SUBLEASE AGREEMENT BETWEEN CITY OF LIVONIA AND MI WORK MATTERS, OPERATORS OF ANASTASIA AND KATIE'S COFFEE SHOP AND CAFE IN LIVONIA: Department of Parks and Recreation, re: for a five-year agreement with an option for an additional five years for designated cafe space in the new Senior Wellness Center. REQUEST TO APPROVE THE HOLIDAY PARADE AND TREE LIGHTING ON SUNDAY, DECEMBER 7, 2025; REQUEST TO APPROVE PARADE ROUTE AND THE CLOSING OF CERTAIN CITY STREETS; TO REQUEST PERMISSION FROM WAYNE COUNTY TO CLOSE FARMINGTON ROAD FROM LYNDON TO FIVE MILE, BETWEEN THE HOURS OF 4:00 P.M. 18. SITE PLAN PETITION: Planning Commission, re: Petition 2025-03-08-03 submitted by Jonathan Tiwaini of Johnny’s Express Car Wash requesting approval under Consent Judgment Case No. 2:22-cv-12734 to construct a car wash facility at 30207 Plymouth Road on the south side of Plymouth Road between Middlebelt Road and Milburn Avenue in the Northeast ¼ of Section 35.
19. AWARD OF CONTRACT: Office of the Mayor, re: pre-construction services in a not-to-exceed amount of $78,312.00 for the new Police station facilities, from budgeted funds.
20. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: to Section 040 of Title 13, Chapter 08 (Water Services Rates and Revenues) to provide for changes in the water service consumption rates to become effective with the first billing on or after July 1, 2025.
21. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: to Section 050 of Title 13, Chapter 08 (Water Service Rates and Revenues) to provide changes in the water service consumption rates to become effective with the first billing on or after July 1, 2025.
22. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: to Section 050 of Title 13, Chapter 28 (Industrial Waste Surcharge) to provide for changes in the industrial waste surcharge rate to become effective with the first billing on or after July 1, 2025.
23. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: to Section 120 of Title 13, Chapter 20 (Livonia Sewage Disposal System) to provide for changes to the sewer disposal and maintenance rates to become effective with the first billing on or after July 1, 2025.
24. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: Section 130 of Title 13, Chapter 20 (Livonia Sewage Disposal System) to provide for changes to the special rates for designated uses to become effective with the first billing on or after July 1, 2025.
25. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances as amended: Office of the City Clerk, re: to revise Sections to Title 1, Chapter 1.08 (Election Precincts) to maintain ballot alignment within previously consolidated precincts.

26. ROLL CALL: Proposed Amendment to the Livonia Zoning Ordinances, as amended: Department of Law, re: Petition 2023-09-01-05 submitted by Matick Construction, L.L.C., requesting to rezone the property at 37739 Seven Mile Road, located on the south side of Seven Mile Road between Blue Skies Drive and Glengarry Drive in the Northeast ¼ of Section 7, from N2 (Neighborhood) to C-1 (Local Business).
