a. Communication from the Department of Finance dated November 7, 2024, re: forwarding the Departmental Purchases Report, for the month ending October 31, 2024.

b. Communication from the Department of Finance, dated November 15, 2024, re: forwarding Quarterly Investment Report for the City of Livonia for the quarter ending May 31, 2024.

c. Communication from the Department of Finance, dated November 15, 2024, re: forwarding various financial statements of the City of Livonia for the months ending June 30, 2024, and July 31, 2024.

CONSENT AGENDA

1.    VACATING REQUEST: Andrea and Ben Edwards, re: to determine whether or not to vacate a portion of the easement located in the southeast portion of 18586 Comstock.

2. REAPPOINTMENT OF LYNDA SCHEEL TO THE LIVONIA BROWNFIELD REDEVELOPMENT AUTHORITY: Office of the Mayor, re: for a term which will expire on November 24, 2026.

3. REAPPOINTMENT OF DILLON BREEN TO THE LIVONIA BROWNFIELD REDEVELOPMENT AUTHORITY: Office of the Mayor, re: for a three-year term, which will expire on November 24, 2027

4.    REAPPOINTMENT OF KEN HARB TO THE LIVONIA BROWNFIELD REDEVELOPMENT AUTHORITY: Office of the Mayor, re: for a three-year term, which will expire on November 24, 2027.

5.    REQUEST TO UTILIZE THE GREENMEAD PROPERTY FOR THE 2025-2027 ANNUAL MOTOR CITY IRISH FEST: Department of Parks and Recreation and the Motor City Irish Fest, re: for the festival dates of June 6-8, 2025, June 12-14, 2026 and June 11-13, 2027.

6.    REQUEST TO APPROVE TWO YEAR EXTENSION OF CONTRACT FOR CARETAKING SERVICES IN THE HISTORICAL VILLAGE AT GREENMEAD: Department of Parks and Recreation, re: with independent contractor, Jeffrey Ronayne, for the period of December 1, 2024 through November 30, 2026. (CR 396-19)

7.   REQUEST FOR AUTHORIZATION TO WAIVE THE SEALED BID PROCESS AND TO PURCHASE FROM SOLE SOURCE PROVIDER: Department of Parks and Recreation, re: for insecticide, fungicide, pesticide, herbicide and fertilizer needed for the 2025 golf season to maintain Fox Creek, Whispering Willows and Idyl Wyld golf courses, from budgeted funds.

8.   REQUEST TO ACCEPT RECYCLING PARTNERSHIP GRANT AGREEMENT WITH THE RECYCLING PARTNERSHIP, INC.: Department of Public Works, re: with grant funds to be applied toward the cost of the recycling totes and implementation of recycling education and outreach in the community.

9.   REQUEST FOR AUTHORIZATION TO PURCHASE ONE TORO GROUNDSMASTER 4110-D THROUGH THE SOURCEWELL CONSORTIUM: Department of Public Works, re: from budgeted funds.

10.    REQUEST FOR AUTHORIZATION TO WAIVE THE SEALED BID PROCESS AND LEASE FROM SOLE SOURCE PROVIDER: Department of Public Works, re: for a GPS-guided field painting robot, with a lease period of three (3) years, from budgeted funds.

11.  PROPOSED 2025 CITY COUNCIL MEETING SCHEDULE: City Council President Brandon McCullough, re: in accordance with the provisions of the Open Meetings Act, 1976 P.A. 267, as amended.

12.    REQUEST FOR DESIGNATION AS A NON-PROFIT ORGANIZATION: Shelly-Ann Dow, Livonia Hockey Association, re: as required by the State of Michigan to obtain a Charitable Gaming License to allow a raffle fundraiser in the future.

13.   REQUEST TO AUTHORIZE AN ADDITIONAL EXPENDITURE: Engineering Division, re: for the 2024 Concrete Road Program, Contract 24-C from budgeted funds. (CR 72-24)

14.  REQUEST FOR PROCLAMATION TO HONOR THE RETIREMENT OF JUDGE KATHLEEN MCCANN: Councilmember Jim Jolly, re: to honor her service to the community of Livonia.
