CONSENT AGENDA

1. REQUEST TO WAIVE THE SIDEWALK REQUIREMENT: James Thorne, re: for the newly constructed home at 16147 Henry Ruff. 

2. REQUEST TO AUTHORIZE PAYMENT TO ELECTIONSOURCE: Office of the City Clerk, re: for preparation of test ballots and testing of all election equipment by approved State vendor for the State Primary election held August 6, 2024, from budgeted funds.

3. AWARD OF CONTRACT: Civil Service Department, re: for the Employee Assistance Program (EAP), for the period of December 1, 2024, to November 30, 2026, from budgeted funds.

4. REQUEST TO AMEND COUNCIL RESOLUTION 83-24: Division of Police, re: to reflect a change in the vehicle to be purchased due to unavailability of vehicle previously approved in the resolution.

5. REQUEST TO WAIVE THE SEALED BID PROCESS AND AUTHORIZE THE PURCHASE OF ONE (1) MARKED REPLACEMENT POLICE VEHICLE UTILIZING THE STATE OF MICHIGAN COOPERATIVE BID PRICING: Division of Police, re: to replace a vehicle damaged beyond repair, from budgeted funds.

6. AWARD OF CONTRACT: Department of Public Works and Livonia Police, re: for upgrades of the fueling stations at both the Department of Public Works and Livonia Police yards, from budgeted funds. 

7. REQUEST TO ACCEPT PROPOSALS FOR CONTRACTED SNOW REMOVAL SERVICE FOR MAJOR STORMS: Public Service Division, re: for snow fall of over four (4) inches for a three-year period (2024-2025, 2025-2026, 2026-2027), from budgeted funds.

8. REQUEST FOR AUTHORIZATION TO PURCHASE AND UPFIT ONE FREIGHTLINER MT55 STEP VAN THROUGH THE MI-DEAL STATE BID PROCESS: Department of Public Works, to replace the current front-line water repair van, from budgeted funds.

9. AWARD OF CONTRACT USING THE QUALIFICATION-BASED SELECTION (QBS) PROCESS: Engineering Division, re: for the Traffic Signal Optimization Project along the Newburgh Road corridor, from budgeted funds.


UNFINISHED BUSINESS - MEETINGS OF THE COMMITTEE 

10. FINANCE AND BUDGET COMMITTEE MEETING OF SEPTEMBER 16, 2024 

a. Proposed Budget for the City of Livonia for the Fiscal Year ending November 30, 2025, and the property tax millage proposed to be levied to support the proposed budget. (CR 285-24) 

Public Hearing held on Wednesday, October 2, 2024.


11. CAPITAL OUTLAY AND INFRASTRUCTURE COMMITTEE MEETING OF OCTOBER 2, 2024

a. The subject matter of the 2022 Facility Condition Assessment and Space Needs Assessment. (CR 02-23)


UNFINISHED BUSINESS

12. REQUEST FOR COUNCIL APPROVAL ON A PROPOSED LOT SPLIT: Department of Assessment, re: for the parcels located North of Seven Mile Road and on the East side of Newburgh Road, in the Southwest 1/4 of Section 5, 19282, 19316 and 19358 Newburgh Road, and to waive the minimum lot width for proposed Parcel "F" (Petition 2024-08-LS-10). 


13. AWARD OF CONTRACT: Department of Public Works, re: for the 2024-2027 calendar year requirements for the Portable Toilet Program, to provide portable toilet service, from budgeted funds. 

 

14. WAIVER PETITION: Planning Commission, re: Petition 2024-06-02-10, submitted by Wanda Massage Institute, requesting waiver use approval to operate a massage establishment at 37625 Ann Arbor Road, located on the south side of Ann Arbor Road between Newburgh Road and Ann Arbor Trail in the Northeast ¼ of Section 31, denied by the Planning Commission on July 16, 2024, and appealed at the Public Hearing held on October 2, 2024.

15. REQUEST FOR AN ADDITIONAL EXPENDITURE: Engineering Division, re: for the 2023 Concrete Road Program, Contract 23-C. (CR 120-23)

 

16. REQUEST TO AUTHORIZE AN ADDITIONAL APPROPRIATION AND EXPENDITURE: Engineering Division, re: for the 2024 Concrete Maintenance/Selective Slab Program, Contract 24-J. (CR 73-24)
