Public Service Department and Water Billing

This section of the website combines information from two departments; the Department of Public Works -Water and Sewer section and the Finance/Accounting Department -Water Billing section to provide you with comprehensive information about your water and sewer services and associated usage costs.

Responsibilities of Each Department
The Water and Sewer section of the Department of Public Works (DPW) is responsible for the maintenance of the City water distribution system with approximately 500 miles of water main and maintenance of thousands of valves and fire hydrants, water meter installation and repair issues for over 38,000 Livonia water customers accounts, and on-going routine inspections and cleaning of approximately 540 miles of sanitary sewers in the City to ensure trouble-free operation. This section complies with all regulatory issues such as water quality testing, providing an annual water quality report to all customers, annual reporting to the State of Michigan, and working with our supplier the Detroit Water and Sewerage Department (DWSD) to ensure that Livonia water rates are kept as low as possible.

Public Service Water and Sewer hours are 8:00 a.m. until 4:30 p.m. Monday through Friday. The Office phone number is (734) 466-2650. Crews work on emergencies 24/7. If you have an after hours emergency (e.g. a water main break near your home), please notify the Livonia Police Department at (734) 466-2470.

Water and Sewer Billing (Finance/Accounting Department) is responsible for taking in actual meter readings acquired by DPW as well as from owner read cards sent in by customers and recording the reads into each customer’s account. The billing department’s office hours are 8:30 a.m. to 5:00 p.m. Monday through Friday. The main functions are to maintain customer accounts, investigate high or low water consumption, prepare final bills, answer phone calls from customers, respond to questions sent through the City of Livonia website, process water bill payments, and set up service appointments for stopped or frozen meters, final reads, and high/low consumption. We also set up automatic bank drafts for customers who choose to have their water bills paid automatically by ACH processing.
